That's entrained air. The coating color is thick (high viscosity), so air bubbles get trapped inside during mixing. When the blade or rod applies the coating, these bubbles burst, leaving a tiny crater (Fisheye) or a hole through the coating layer. You need a "Deaerator" type defoamer that helps these micro-bubbles rise and pop before the coating hits the paper.
